Heard the Petitioner-in-Person and Mr. Saumya Tiwari, Advocate representing the Petitioner.

Having regard to the nature of issue raised, we permit the Petitioner to make a representation to an appropriate authority of the Central Government / State Government by way of making a detailed representation taking all the pleas which may be available to him under law and enclosing all the documents on which the Petitioner intends to rely upon. Having such representation is made within a fortnight from today, the competent authority shall take an appropriate decision which may be warranted under law.
