This is a writ petition under Article 226 of the Constitution of India inter alia seeking confirmation of the services of the petitioner as also a direction that the respondents grant the annual increments w.e.f. 01.07.2023 to the petitioner.

Mr. Praveen Swarup, learned counsel appearing for the petitioner submits that the petitioner is a Lecturer and presently working in DSEU, Ranhola Campus, Delhi. employer DTTE, GNCT of Delhi. While the petitioner was rendering services, he was transferred to the DSEU, Ranhola Campus, where he is presently posted.

According to Mr. Swarup, the probation is initially for a period of one year with a prohibition that extension should not be more than double of the normal prescribed period. Learned counsel submits that, in the present case, the violation is apparent, since the petitioner is still on probation despite passage of 3 1⁄2 years.

Notice accepted by Mr. Shivendra Singh, learned counsel for respondent nos. 1, 3 and 4 and Mr. Gaurav Dhingra, learned counsel for respondent no.2.

Keeping in view the fact that there is no response to the representation filed by the petitioner, it is deemed appropriate to direct the respondent nos.1, 3 and 4 to treat the present writ petition alongwith documents, as a representation by the petitioner to be considered and disposed of, in accordance with law.

The Competent Authority of the respondents shall grant an opportunity of hearing. The petitioner may also submit any other relevant document in support of his representation. The Competent Authority of the respondent is directed to consider the same and after hearing the petitioner, pass a speaking order within six weeks from today. 10.
In view of the above, the writ petition alongwith application, if any, is disposed of with no order as to costs.
