% 24.08.2020 This hearing has been held by video conferencing. The learned counsel for the petitioner submits that the case of the petitioner is covered by the judgment dated 04.11.2019 of this Court passed in W.P.(C) 9088/2018, titled Mukut Pathak & Ors. v. Union of India & Anr. and prays that the petition be disposed of in terms thereof. The learned counsel for the respondents, however, submits that the petition is barred by delay and laches. He submits that in a similar petition, the petitioner therein withdrew the petition to pursue his remedies in accordance with law.

I do not find any merit in the objection raised by the learned counsel for the respondent.

The present petition is disposed of in terms of the judgment of this Court in Mukut Pathak & Ors. v. Union of India & Anr. NAVIN CHAWLA, J AUGUST 24, 2020 RN
