The Petitioner has filed the present writ petition under Article 226 of the Constitution of India inter alia seeking to permit him to participate in the Survey conducted by the Town Vending Committee (hereinafter ' TVC'). 4.

The Petitioner claims to be an existing vendor on Gate No. 4, Palika Bazaar, Connaught Place, New Delhi. It is the case of the Petitioner that he was vending prior to the year 2014. However he is stated to have been removed in the year 2021, when Palika Bazaar was declared as a 'No Vending' zone. Reliance is placed upon certain challans etc., which have been issued by the New Delhi Municipal Corporation (hereinafter 'NDMC') prior The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. to the year 2014.

Ld. Counsel for the NDMC submits that the usual procedure would be for the Petitioner to approach the TVC first in order to establish his credentials. The documents would then be verified by the TVC and then the Petitioner would be permitted to participate in the survey. 6.

Ld. Counsel for the Respondent also disputes that the Petitioner is an existing vendor as the earliest challan placed on record is of the year 2015. 7.

The Court has heard the parties. Since the survey is ongoing, let the Petitioner's documents be verified by the TVC and if the Petitioner's documents are found to be credible, then he shall be permitted to participate in the survey.

The petition is disposed of in the above terms. Pending applications, if any, are also disposed of.
