After some hearing, learned counsel for the petitioner confines himself to seeking that the present petition be treated as a representation by the respondent/MCD and a speaking order be passed thereon, after affording an opportunity of hearing to the petitioner.

The said request is not opposed by the learned counsel for the respondent/MCD.

Accordingly, the present petition is disposed of with the direction that the present petition shall be treated as a representation by the respondent/MCD and a speaking order shall be passed thereon, latest within a period of 4 weeks from today, after affording an opportunity of hearing to the petitioner.
