Present public interest litigation has been filed seeking a direction to the respondents to redevelop Tihar Lake in a time bound manner and to provide basic amenities like potable water, security guards and horticulture staff and maintain public toilets in the woodland park adjacent to Tihar Lake.

The Petitioner, who appears in person, states that Tihar Lake was developed by the respondent by spending huge amount of money from the public exchequer. He states that since then, the lake has turned into a desert due to inaction of the respondents. taken so far. He states that there is no provision of potable water in the adjoining woodland park. He further states that there is only one toilet in the park, which is not being regularly maintained. He states that the trees in the park are drying due to absence of any horticulture staff. He states the park is being used by drug addicts due to non-availability of any security staff. He emphasises the need for fresh air, good environment and public spaces for the residents of nearby areas. He states that the petitioner has made a representation dated 8th April, 2024 to the Vice Chairman, DDA for restoration of the lake. He however states that there has not been any response to his representation so far.

Issue notice. Ms. Shobhana Takiar, Standing Counsel for DDA and Mr. Satyakam, ASC for GNCTD accept notice.

Keeping in view the aforesaid, the present writ petition is disposed of with the direction to the Vice Chairman, DDA to decide the Petitioner's representation dated 8th April, 2024 in accordance with law within six weeks. The rights and contentions of all the parties are left open.
