The Petitioners preferred a revision petition [Case No. 175/2025] under Section 42 of the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Act, 1948 against order dated 6th July, 2022 passed by the Consolidation Officer (Khera Kalan). In the said proceedings, the Financial Commissioner by order dated 15th October, 2025, remanded the matter back to the Settlement Officer to take into consideration the observations made in the order including the judgment of the Supreme Court in Mohinder Singh (Dead) through LRs and Another v. Narain Singh and Others in Civil Revision No. 3828/2017 and pass a speaking and reasoned order within a period of 3 months.

The Petitioners' limited grievance is that despite the aforesaid directions, no order has been passed till date. matters concerning consolidation proceedings have required reconsideration by the revenue authorities and the Financial Commissioner has passed several orders. It is possible that the pendency of such matters has contributed to the delay in compliance with the order dated 15th October, 2025.

Having regard to the nature of the relief sought and without expressing any opinion on the merits of the controversy, this Court deems it appropriate to direct the Settlement Officer concerned to comply with the directions contained in the order dated 15th October, 2025 passed by the Financial Commissioner and conclude the remand proceedings by passing a speaking and reasoned order as expeditiously as possible, preferably within a period of twelve weeks from today.

With the above direction, the present petition is disposed of along with pending application.
