The present petition filed by the petitioner seeks to assail minutes of meeting dated 09.04.2025 issued by the respondent no.1 to the extent that it purports to halt issuance of EWS certificates to the eligible candidates. 4.

Learned counsel for the respondent nos.1 and 2, who appears on advance notice submits that the apprehension of the petitioner (that issuance of EWS certificates to deserving candidates have been halted) are misplaced. applicants. The said Circular, however, clarifies that issuing authority shall strictly adhere to the adherence with the relevant pre-conditions and proper verification of supporting documents prior to the issuance of EWS certificate. The said Circular reads as under:- "

CIRCULAR SUB: Issuance of Income and Asset Certificate to the EWSs in Delhi Some complaints have been received regarding issuance of various kinds of certificates and specially issue of EWS Certificates to nongenuine/ineligible applicants in Delhi. It is reiterated that there must be zero tolerance towards any kind of corruption or irregularity in the Public Service Delivery System.

Instructions regarding issuance of Income and Asset Certificate to the persons belonging to EWS category had been issued vide OM No. F.87(118)/CCS/HQ/EWS/Rev/2019/4517 dt. 04.06.2019. All the issuing Authorities i.e. area SDMs are directed to strictly adhere to these instructions and stringent scrutiny/careful verification of all relevant supporting documents must be carried out before approval of EWS certificate.

Issuance of certificates must be carried out with utmost sincerity, fairness and with due diligence. Any laxity in this regard shall be viewed seriously and may lead to initiation of disciplinary action. This issues with the prior approval of Competent Authority." 5.

In view of the above, the apprehension of the petitioner that there is an embargo on issuance of certificate stands allayed. 6.

Learned counsel for the petitioner next contends that the petitioner applied for issuance of the EWS certificate on 11.04.2025; however, the said application still remains pending with the concerned authority. Ravinder Aggarwal, learned standing counsel for UPSC/respondent no.3 submits that the petitioner is not precluded from applying for the said vacancy as an EWS candidate, however, at the stage of scrutiny, the petitioner would be required to submit the said certificate. 8.

The above redresses the grievance/s of the petitioner. As such, learned counsel for the petitioner seeks leave to withdraw the present petition.

Accordingly, the present petition stands dismissed as withdrawn. Pending applications also stand disposed of.
