Applicant seeks anticipatory bail in case FIR No. 0207/2023 dated 22.08.2023 registered at Police Station Crime Branch for commission of offences under Sections 409/420/467/468/34/120-B IPC. 2.
FIR had been registered on the complaint of Senior Accounts Officer, Pay & Accounts Office, Directorate of Coordination Police Wireless (DCPW), Ministry of Home Affairs, New Delhi, regarding large scale fraudulent manipulation of salary bills and misappropriation of government funds under the Head "Miscellaneous Dues" in DCPW. 3.

of funds is to the tune of Rs. 1,43,78,690/-. During investigation, it was found that a substantial amount of more than Rs.23 lacs was directly credited in the bank account of applicant Anjani Kumar Singh, indicating him to be one of the main beneficiaries of the fraud in question. 4.
According to investigating agency, at the relevant time, applicant was posted in the Accounts Section and was in a position to influence and control the preparation and processing of salary bills. 5.
Learned Addl. P.P. for State is assisted by investigating officer and when asked, it was apprised that there are 28 accused persons and so far only one accused-Ashok Kumar has been arrested, who is stated to be a Multi-Tasking Staff (MTS). He is stated to be the beneficiary of Rs. 32 lacs. He was arrested on 28.04.2026 and continues to be in custody. 6.
Applicant when prayed for anticipatory bail, his such request was not acceded to by learned Sessions Court and the order dated 16.05.2026 would indicate that applicant, while seeking anticipatory bail, had also taken a ground that, while functioning as a Cashier, during the alleged period, he was discharging his duties at the behest of the directions given by senior officers who are accountable for the alleged transactions. 7.
Admittedly, departmental inquiry is pending and he has already been demoted pending enquiry and now is posted as Dispatch Rider in Bhopal. 8.
According to investigating officer, there were several raids in order to apprehend him but he deliberately evaded the arrest and switched off his mobile, which led to issuance of NBWs against him. 9.
Learned Addl. P.P. for State submits that his custodial interrogation is essential to unearth the conspiracy and also involvement of any other persons. Keeping in mind the nature of allegations, this Court is not inclined to grant him anticipatory bail.
