This Writ Petition is filed by the petitioner seeking directions to respondent No.1 and 2 for rescheduling the law entrance examination which is to be held on 9.9.2020 at Delhi inasmuch it coincides with the regular final year examination of the petitioner for its B.Sc. Examination declared by respondent No.4/namely Siddharth University at Balrampur, U.P.. The case of the petitioner is that he is a B.Sc. Final Year student of Maharani Lal Kunwari P.G. College (MLK), Balrampur, UP, affiliated with Siddharth

University/respondent No.4. It is stated that in the last academic year the Entrance examination for law was conducted on 3.7.2019 after the Bachelors Degree examinations were conducted in February 2019. Now on 9.9.2020 when the Entrance Examination for law is being done by respondents No.1 and 2 the petitioner is also to appear in the final year examination for B.Sc..

I have heard learned counsel for the petitioner. He has heavily relied upon the Press Release issued by University Grants Commission dated 18.7.2020 to plead that as per the directions of UGC, College/Universities have been advised to complete the examinations of the various courses by September 2020. It is pleaded that the Entrance Exam should have been conducted in October 2020. He further pleads that many students who want to give exam are unable to do so on account of the clash of the examination. 3.

There are two aspects which are very clear. Firstly, the exam in question was notified on 20.8.2020 The petitioner has now approached this court at the last minute just two days before the Entrance Exam. Though learned counsel for the petitioner has given an explanation that the writ was filed on 27.8.2020 but could not be listed in court because of some defects pointed out by the Registry.

In my opinion, the explanation given by the petitioner has no merit. The petitioner was obliged to act diligently to ensure timely listing of this petition. It is clear that the petitioner is now approaching the court at the last minute for postponement of the exams to be held day after tomorrow which were notified on 20.08.2020. The petition is liable to be dismissed for delay and latches.

That apart, as pointed out by learned counsel for respondents No.1

and 2, it would not be possible for the respondents No.1 and 2 to co-ordinate with all the Universities in India and fix a date when there is no clash with the exam which are proposed with the exams of the various Universities. Unfortunately, such co-ordination is not possible. 6.

In the facts and circumstances, there is no merit in the present petition. Writ Petition is dismissed. All pending applications if any, stand disposed of.
