The Petitioner is presently serving as an Associate Professor at the Centre for International Politics, Organisation and Disarmament (CIPOD), School of International Studies, Jawaharlal Nehru University, and seeks consideration for promotion to the post of Professor (Stage 5) under the Career Advancement Scheme.

The Petitioner's grievance is that despite having submitted an application under the Career Advancement Scheme on 08th December, 2023 seeking promotion with effect from 15th November, 2012, her candidature was not placed before the Selection Committee. It is her case that the Respondent University treated her as deficient by 12 API points and, on that basis, did not process her candidature for consideration under the Scheme. 3.

Counsel for the Respondents who appears on advance notice, has handed over an internal note dated 01st April, 2026. The same is taken on record. A copy thereof has been supplied to learned counsel for the Petitioner.

The said note contains the recommendations of IQAC to the following effect:

"Recommendations of the IQAC: The IQAC has verified the publications of Dr. Moushumi Basu, CIPOD, SIS, mentioned in her CAS application for promotion from Associate Professor (Academic Level 13A) to Professor (Academic Level 14) w.e.f. 15.11.2012. Dr. Basu had not submitted APAR for 2018-19 and her late submission has to be condoned by the Competent Authority. Subject to that condonation, Dr. Moshumi Basu has met all the necessary eligibility criteria, and the IQAC recommends that her CAS application be placed before a duly constituted Screening-cum-Selection Committee to consider her above-mentioned promotion."

In view of the aforesaid recommendation, the publications of the Petitioner have already been verified by the IQAC and her case has been recommended for placement before the duly constituted Selection Committee.

Accordingly, the present petition is disposed of with a direction that the Petitioner's case be processed in accordance with the aforesaid recommendations within a period of eight weeks from today. 7.

It is clarified that in the event the Petitioner remains unsatisfied, it shall be open to her to avail of such remedies as may be available in law.
