Since there was a holiday on 14.04.2026, the matter was taken up today for hearing.

This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- "a) Issue a writ in the nature of mandamus or any other appropriate writ whereby directing the respondents to add the subtitle of the petitioner as Thakur after her name Seema in the school record of her minor son namely Akshay Thakur. ..."

The case of the petitioner is that petitioner's minor son namely Akshay Thakur, is presently studying in Kendriya Vidyalaya, Masjid Moth, Sadiq Nagar, New Delhi in Class- XIth. During admission of petitioner's son in the said school in Class-I the name of the petitioner was mentioned as only "Seema" in the column of "Mother's name". The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

In 2018, petitioner's son passed All India Secondary School Examination, wherein in Certificate/Marksheet the mother's was mentioned as only "Seema", whereas student's name was Akshay Thakur and guardian's name as Jagdish Chand Thakur. 5.
In order to add her subtitle "Thakur" after her name, petitioner filed an application with the respondent No. 2, which was forwarded to respondent No.1 and also fulfilled other necessary formalities such as publication in daily newspaper and submitted her affidavit. 6.
Subsequently, respondent No. l vide letter dated 03.04.2018 directed respondent no.2 to correct the mother's name as "Seema Thakur" in minor child namely Akshay Thakur's School Certificate and Records and respondent No. 2 made such correction in Admission Register. 7.
However, later respondent No. l vide letter dated 07.12.2018 informed respondent No. 2 that petitioner's application does not hold merit and hence, the request has been rejected by competent authority. 8.
Hence, the present petition.

Ms. Babli, learned counsel for the petitioner, states that once the school has corrected the name of the petitioner from "Seema" to "Seema Thakur", there should be no opposition to change the name of the petitioner in the Class Xth Certificate.

I have heard learned counsels for the parties. 11.
I find myself in agreement with the prayer made by the petitioner. The prayer is only with regard to adding the surname of the petitioner and therefore, changing her name in "Mother's Name" column from "Seema" to "Seema Thakur", which does not amount to any substantial change. should be no objection by the Central Board of Secondary Education ("CBSE") to do the needful.

Consequently, the present petition is allowed, and the Class X Certificate shall record the name of the petitioner as "Seema Thakur" under the column "Mother's name" of Master Akshay Thakur and Class X Certificate shall be issued afresh.

The petitioner shall approach the CBSE with all the necessary documents and the processing fee within 4 weeks from today and the CBSE shall do the needful within 4 weeks thereafter. 14.
