Present Public Interest Litigation has been filed by the petitioner challenging the Notification dated 1st April, 2024 issued by the respondent No.1-University to the extent that it precludes OBC (Non-Creamy Layer) and EWS Students from applying for the free coaching scheme for preparation of civil services exam being run by the residential coaching academy and to further direct the respondent No.3-UGC to frame appropriate and specific guidelines to prescribe minimum reservation for OBC (Non-Creamy Layer) and EWS students in its scheme of residential coaching academy for the upcoming years.

Learned counsel for the petitioner states that the respondent No.1University vide its Press release dated 19th May, 2022 has declared that it The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. provides free coaching and training to the underprivileged students with 24x7 library facility and one of the best ecosystems in the country for civil services aspirants. He states that 'under privileged students' may also include students coming from OBC (Non-Creamy Layer) and EWS category and cannot be restricted only to women, SC/ST and minority community students.

From a perusal of the paper book, it is apparent that petitioner has approached this Court directly without filing any prior representation with the respondent No.1.

Consequently, this Court disposes of the present writ petition and applications with a direction to respondent No.1 to treat the present writ petition as a representation and decide the same in accordance with law within four weeks. The rights and contentions of all the parties are left open. 5.

It is clarified that in the event, the respondent No.1 requires any clarification, it shall be at liberty to seek the same from respondent No.3UGC. It is pertinent to mention that learned counsel for respondent No.3UGC, who appears on advance notice, has assured this Court that in the event any clarification is sought from the UGC, the same shall be provided forthwith. In view of the aforesaid, the present writ petition and applications are disposed of.
