% 23.03.2016 Present writ petition has been filed for a number of reliefs including imposition of penalty, compensation of Rs.5 lakhs and a direction to the petitioner‟s previous counsel to return the fee. However, this Court is of the view that as the petitioner had not filed any proceeding before CIC under Section 20 of the RTI Act, the present writ petition cannot be maintained. In any event, in writ jurisdiction this Court cannot direct refund of the counsel‟s fee to the petitioner. Consequently, the present writ petition and the applications are dismissed. However, the petitioner is given liberty to agitate his grievances with regard to pollution before the National Green Tribunal in accordance with law.
