This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- "a) Issue a writ, order, or direction in the nature of Certiorari and/or Mandamus or any other appropriate writ, order, or direction quashing the illegal, arbitrary notification dated 14.05.2026 issued by the Respondent Faculty of Law, whereby the Petitioners and other similarly situated students have been debarred from appearing in the May-June 2026 even semesters examinations;
b) Declare the impugned action and decision undertaken by The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.
the Dean, Faculty of Law, University of Delhi, in issuing and enforcing the impugned notice dated 14.05.2026 is contrary to the binding judicial pronouncements of this Hon'ble Court, and is therefore arbitrary, without jurisdiction, without application of mind and liable to be quashed;
c) Issue an appropriate writ, order or direction declaring that the alleged "10% Rule" relied upon by the respondents is arbitrary, illegal and unenforceable in law; d) Issue an appropriate writ, order or direction directing the respondents to permit the petitioners to appear in all MayJune 2026 even Semester LL.B. examinations scheduled from 16.05.2026 to 15.06.2026 for 3 Year LLB Students and further direct the Respondents to conduct a special/reexamination/supplementary exams for the paper(s) conducted on 18.05.2026, 19.05.2026 and any further paper missed which the Petitioners have been illegally prevented from appearing:
e) Declare that the prospective enforcement/application of the alleged 70% attendance requirement by the Respondents from next semester, without any backing of binding judicial precedent, is arbitrary, unreasonable, without authority of law and violative of Articles 14 and 21 of the Constitution of India;

reasonable mechanism for monitoring attendance and addressing attendance-related grievances by issuing timely notices/warnings to students sufficiently prior to commencement of examinations, so as to enable students to submit representations and place on record their genuine difficulties including medical grounds, internships, personal hardships and other bona fide circumstance in accordance with principles of natural justice and the law laid down by the Hon'ble Court;
g) Direct the Respondents to take compassionate view and not to compel students to individually approach this Hon'ble Court by filing separate writ petitions for grant of identical reliefs already extended to similarly placed students on ground of parity;
h) Award costs of the present petition in favour of the Petitioners and against Respondent No. 3 on account of the arbitrary, unreasonable and unlawful actions undertaken by the Respondents, which have caused grave prejudice, mental harassment, academic uncertainty and unnecessary litigation to the Petitioners at the eleventh hour prior to the examinations;..."

The petitioners are students of the 3 years LL.B. course at Faculty of Law, Law Centre-II, University of Delhi and are aggrieved by the impugned notification dated 14.05.2026 issued by the respondent No.3, whereby they are prohibited from participating in the May-June 2026 semesters exams.

My attention has been drawn to Hon'ble Supreme Court's order dated 26.05.2026 in SLP (Crl) No. 10717/2026 titled as "Bar Council of India versus Union of India" (Diary No. 29604/2026), wherein the paragraph No. 249 of the judgment of this Court dated 03.11.2025 in W.P. (Crl.) No. 793/2017 has already been stayed. 4.
In this view of the matter, this Court in exercise of a writ petition cannot permit the petitioners to participate in the May-June 2026 semesters exams.

However, nothing prevents the petitioners from re-appearing in the exams after complying with the attendance criteria. 6.
The present petition is disposed of in aforesaid terms, along with pending applications, if any.
