By virtue of the present petition under Articles 226 and 227 of the Constitution of India, the petitioner seeks the following reliefs: "(a) Issue a writ of mandamus, or any other appropriate writ, order, or direction, directing Respondent No. 1 / the Central Administrative Tribunal, Principal Bench, New Delhi, to hear and decide the interim prayer in O.A. No. 692/2026 in a time-bound and expeditious manner, specifically before the commencement of the summer court vacation of 2026, and in the event Respondent No.1 fails or is unable to do so, this Hon'ble Court may itself decide or pass such appropriate interim order(s) in the present Writ Petition as may be warranted on the facts and circumstances of the case;
(b) Pending disposal of the present Writ Petition, issue an ad interim stay of the Final Seniority List of Senior Grade IIS Group 'B' Officers as on 01.01.2025, issued by Respondent The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.
No. 2 vide order dated 30.12.2025, and of all consequential actions taken or proposed to be taken thereon, including but not limited to the processing, finalisation, and issuance of promotions to the Junior Time Scale (JTS) Grade of IIS Group 'A';
(c) Pending disposal of the present Writ Petition, issue a writ of mandamus or any other appropriate writ, order, or direction directing Respondents No. 2 and 3 to maintain strict status quo with respect to the inter-se seniority of the Petitioner vis-à-vis all other officers in the Senior Grade of IIS Group 'B', and with respect to all promotions to the JTS Grade of IIS Group 'A', and to refrain from effecting, notifying, or publishing any such promotions during the pendency of the present proceedings;
(d) Pending disposal of the present Writ Petition, issue a writ of mandamus or any other appropriate writ, order, or direction restraining the Respondents, their servants, agents, and all persons acting through or under them, from acting upon, giving effect to, or taking any further steps pursuant to or in furtherance of the Vigilance Letter dated 15.05.2026, and from making, issuing, or notifying any promotions to the JTS Grade of IIS Group 'A' on the basis of or in accordance with the impugned Final Seniority List dated 30.12.2025;" 2.
A perusal of the records reflect that barring prayer (a) which is only for disposal of the O.A. No. 692/2026 by the learned Central Administrative Tribunal Principal Bench (learned CAT), the prayers (b) to (d) sought herein are identical reliefs as are sought before the learned CAT, which are also already pending for disposal therein. For ready reference, the said prayers before the learned CAT are also reproduced herein as under:- "8.1 declare that the Final Seniority List of Senior Grade IIS Group 'B' Officials as of 0l.01.2025 circulated through ID No. A-23021/1/2025-IIS/1071 dated 30.12.2025 is illegal, arbitrary and unsustainable qua the applicant, and set aside The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.
or quash the same to the extent that it prejudicially affects the applicant's seniority position in the Senior Grade IIS Group 'B' cadre;
8.2 direct that the final determination of inter se seniority in the Senior Grade IIS Group 'B' cadre, including the applicant's position therein, shall be decided in accordance with Final Seniority List of Senior Grade IIS Group 'B' officers as of 01.01.2021, determining inter se seniority between direct recruits and promotees on the basis of DoPT O.M. dated 04.03.2014.
8.3 direct that the final determination of inter se seniority in the Senior Grade IIS Group 'B' cadre, including the applicant's position therein, shall abide by and be decided in accordance with the final judgment/order to be passed in OA No, 990/2021 and that, till such time, the impugned 2025 final seniority list shall not be treated as conclusively determining the applicant's seniority, and"

Upon being asked, learned counsel for petitioner has informed that though the said O.A. No. 692/2026 was last listed before the learned CAT on 20.05.2026, the order thereof has not been uploaded till now. 4.
Considering the nature of the reliefs sought herein are similar to those pending before the learned CAT, the present petition, alongwith the pending applications, is dismissed.
