The present application has been filed by the petitioner seeking withdrawal of the present writ petition.

The learned counsel appearing on behalf of the petitioner submits that advance copy of the application has been served on the respondents. However, there is no appearance on behalf of the respondents. 3.

Learned counsel appearing on behalf of the petitioner submits that present petition is being withdrawn since the same is pending consideration for the past 23 years, but the contentions raised in the present petition may be left open.

In view of the above, as well as, for the reasons mentioned in the application, same is allowed.
