The present writ petition has been filed by the Petitioner under Article 226 seeking the following prayers:

"A. Issue a writ of mandamus or any other appropriate writ, order or direction thereby directing the Respondent No. 1 to forthwith inspect the water supply system, and the water and sewer pipelines, serving Sadbhavna Apartments, Pocket-4, Mayur Vihar Phase-1, Delhi, and to identify and disclose the source of the water supplied, any admixture of ground/borewell water, and any ingress of sewage or effluent through damaged pipelines;

B. Issue a writ of mandamus or any other appropriate writ, order or direction thereby directing that the water supplied to Sadbhavna Apartments, both at the society's underground reservoir and at the supply point of the Respondent No. 1, be tested by a NABL-accredited laboratory, or by a laboratory nominated by this Hon'ble Court, for bacteriological parameters (including total and faecal coliform and E.

coli) and chemical parameters in terms of IS 10500:2012, the Petitioner being willing to bear or share the cost of such testing as this Hon'ble Court may direct, and that the report be placed before this Hon'ble Court and a copy furnished to the Petitioner;

C. Issue a writ of mandamus or any other appropriate writ, order or direction thereby directing the Respondent No. 1 to ensure the supply of treated, wholesome and potable water conforming to IS 10500:2012 to Sadbhavna Apartments, and, pending rectification, to provide interim supply of safe potable water through tankers and/or packaged water;

D. Issue a writ of mandamus or any other appropriate writ, order or direction thereby directing the Respondent No. 1 to repair and/or replace the aged and damaged water and sewer pipelines serving the society, especially where the sewer lines and water lines run in proximity, within a time-bound schedule, and to file an affidavit setting out the said timeline;

testing of the water supplied to the society and to disclose the results to the residents;

F. Award the costs of the present Petition to the Petitioner; and G. Pass such other and further order or orders as this Hon'ble Court may deem fit and proper in the facts and circumstances of the case and in the interest of justice, equity and good conscience." 4.

Learned counsel for the respondent, who appears on advance notice, submits that the water supply timings of the Delhi Jal Board during the summer season are from 6.00 AM to 8.00 AM in the morning and from 6.00 PM to 7.30 PM in the evening.

He submits that the chart, which the petitioner has annexed at page no. 15 of the present writ petition, in paragraph no. 6, shows that the water samples which have been taken on 03.06.2026 and 04.06.2026 are not within the timings when the Delhi Jal Board supplies water to the colony. 6.

Learned Counsel further contends that the rest of the samples, which have been taken on 01.07.2026, 02.07.2026 and 03.07.2026, have been taken during the time of supply of water by the Delhi Jal Board, and the TDS is below the 500 ppm level. He further submits that even on 01.06.2026, though the sample was taken beyond the supply timings, the TDS is 471 and the optimum level is 500.

Learned Counsel submits that only for the samples drawn on 03.06.2026 at 04.41 PM and on 04.06.2026 at 12.27 PM, the TDS was above 500, being 602 and 620 respectively. That is for the reason that when the Delhi Jal Board supply is not available, people try to draw water from the residual water in the distribution network, which is tube well water, and therefore, the The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

TDS is 602, which is comparatively high.

He further submits that even after the filing of the complaint, today also, the officials of the Delhi Jal Board visited the place and took samples and tested the TDS, which was found to be 360 only. 9.

Learned counsel for the respondent submits that the respondent authorities are in the process of collecting water samples and getting the same tested.

This Court is of the view that, inasmuch as the Delhi Jal Board is already collecting samples, looking into the complaints of the petitioner as well as those of the other residents of the society, and testing the water samples, the prayers sought in the present writ petition stand satisfied. 11.

Therefore, the present petition is disposed of in the above terms. Pending applications, if any, are also disposed of. 12.
