4. As far as prayers A and B are concerned, the Petitioner is permitted to raise all the points urged in the present petition in the proceedings pursuant to the show cause notice dated 25th January, 2019, which will be considered on its merits in accordance with law.

5. As far as prayer D is concerned, in the event that the orders in the show cause notice proceedings are adverse to the Petitioners, while challenging the said orders, it will be open to the Petitioners at the appropriate forum to question the vires of Rule 6 of the Valuation Rules, 2000.
