The Petitioner has approached this Court challenging the Order dated 05.08.2020, passed by the CIC, dismissing the second appeal filed by the Petitioner under the Right to Information Act, 2005. 2.
Before going into the correctness or otherwise of the Order dated 05.08.2020, it is apposite to refer to the information sought for by the Petitioner under the RTI Act and the same reads as under: "1. Please provide detailed information regarding diary / dispatch register maintain to keep the record of letters /dak which were received from 1-01- 2013 till date of this application in Horticulture department head quarter and horticulture department Central zone , S.D.M.C. also please provide certified copy of the The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

2. Please provide the certified copy of the booking register maintained for the purpose of keeping record of contingency budget, booking budget and bill payments on the basis of estimates submitted by A.A.O.(HQ), Horticulture department, SDMC for the period 01/01/2013 till date of this application.
3. Please provide the details of budget allocated by the Horticulture department (HQ) giving details like purpose for which allocated, related to which block, ward, zone etc., expenditure made out of allocated budget except the budget allocated for individual payments of officials etc. for the period from 01/01/2013 till date of this application.
4. Please provide the details of officials posted in Horticulture department (HQ) SDMC against the post of DDH, Horticulture(headquarter), ADH(headquarter),S.O.(headquarter) , T.C.(headquarter) for the period from 01/04/2012 till date of this application. The details must include name, designation, and period of posting in request of these officials.
5. Please provide the certified copy of work order and NIT in respect of tenders received under dual bid scheme in Horticulture department (headquarter) SDMC for the period 01/04/2012 till date of this application.
6. Please provide the certified copy of noting sheet in respect of proceedings / action taken starting from preparation of estimates to making payments for the tenders received under dual bid scheme from 01/04/2012 till date of this application in Horticulture department headquarter SDMC.

Please provide certified copies of complaint / RTI applications, if any, received in Horticulture department headquarter, SDMC from01/04/2012 till date of this application regarding all stages of process of tenders received under dual bid scheme viz process related to work under, work execution record entry in measurement book, payment subsequent to passing of bills etc.
8. Please provide your voice detailed information regarding issue of work orders during the period from 1/04/2012 till date of this application including details viz. Financial year, amount of work order, etc. Pertaining to Horticulture department headquarter SDMC.
9. Please provide the detailed information regarding payments made by the Horticulture department headquarter SDMC since 1/04/2012 till date of this application under GFR-154 including details viz date of payment, amount paid, detail of work from which payment was made etc.
10. Please provide the detailed information regarding the committees constituted under rule GFR-155 by the Horticulture department headquarter SDMC including details viz. Name of members and designations along with name of authority officer who ordered for the constitution of these committees."

A perusal of the abovementioned shows that the information sought for by the Petitioner is exceedingly vague. Under the RTI Act, only specific and precise information can be sought and vague queries cannot be answered by the Public Information Officer.

order impugned herein, this Court is inclined to dismiss the present Writ Petition with liberty to the Petitioner to raise specific and precise queries by filing a fresh RTI Application and it is open for the Respondent to decide as to whether the information sought for by the Petitioner in the fresh RTI Application can be given to the Petitioner or if the same is exempted from disclosure under the provisions of the RTI Act. 5.
It is made clear that this Court has not made any observations on the merits of the impugned Order.
