This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- "[a] Issue a writ of certiorari quashing the decision taken byRespondent No.1 in its 61st General Body Meeting dated 05.08.2024 (Agenda Item 3 at Clauses I, II & VI) approving the Performance Appraisal Report (PAR) module for academic sessions 2021-22 & 2022-23, fee imposition, and consequential directives, as being without authority of law, beyond the scope of the NCTE Act, 1993, and violative of Articles 14, 19(1)(g), 21 and265 of the Constitution of India; and [b] Issue a writ of certiorari quashing the Public Notice dated 02.04.2025 issued by the Respondent No.1 insofar as it directs initiation of proceedings under Section 17 of the NCTE Act, 1993 for nonThe authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

submission of PAR, being without jurisdiction and in excess of statutory powers;and [c] Issue a writ of certiorari quashing the withdrawal order dated 17.05.2025 issued by the Respondent No.2, thereby withdrawing recognition of the Petitioner's D.El.Ed. course from the academic session 2026-27, asbeing arbitrary, mechanical, violative of natural justice, and unsustainable under Section 17 of the NCTE Act,1993; and [d] Issue a writ of mandamus and direct the Respondent No.2 to restore the Petitioner's recognition for the D.El.Ed. course, reflect the same on its official website, and communicate it to the affiliating body and Stateauthorities so as to enable the Petitioner to admit students for the academic session 2026-27; and [e] Issue a Writ of mandamus and issue directions to the respondent to appoint nodal officer for updating the contact details/email id for the purposes of filing the PAR;and [f] Issue a Writ of mandamus and directed the respondent to extend the timeline of 17.06.2026 for filling the PAR as provided under public notice 05.05.2026 issued byrespondents.

[g] Pass such other and further orders as may be deemed just and proper in the interest of justice. 3.

For the reasons stated in the petition, issue notice. 4.

a Coordinate Bench of this Court passed in a batch of similar petitions, one of them being Teachers Training College Mirza v. National Council for Teacher Education & Anr., W.P.(C) 5369/2025, order dated 15.12.2025. 5.

Learned counsel for the Petitioner submits that he is dropping the prayers contained in clauses (a), (b) and (f), and prays that the petition be considered in respect of the remaining prayers. 6.

Accordingly, the present writ petition is allowed, holding that the directions passed by the Coordinate Bench in paragraphs Nos. 12 to 16 in the judgment of Teachers Training College Mirza (supra) shall apply to the petitioner, including the direction to permit the petitioner to participate in the counselling session for the academic session 2026-2027. 7.

All respondents shall ensure that the petitioner is permitted to participate in the counselling for academic session 2026-2027. 8.

The writ petition is disposed of in aforesaid terms. Pending application(s), if any, also stand(s) disposed of. 9.
