The petitioner challenges a termination order dated 24.02.2025, by which his services as a Development Officer in the Life Insurance Corporation of India ["LIC"] have been terminated. He also seeks reinstatement with consequential benefits and the grant of an Experience Certificate, No Objection Certificate, and Character Certificate for the purposes of alternative employment.

Mr. Kamal Mehta, learned counsel for the respondent Nos. 2 and 3, who appears on advance notice, submits that the petitioner's challenge to the termination order is susceptible to appeal under Rule 7 of the Life Insurance Corporation of India Development Officers (Revision of Certain Terms and Conditions of Service) Rules, 2009 (as amended) ["the Rules"].

The petition is disposed of with the direction that the petitioner may approach the Appellate Authority under the Rules and exhaust his remedies thereunder.

The question of issuance of Experience Certificate, No Objection Certificate, and Character Certificate will also be considered by the respondent, in accordance with its Rules relating to employees in the same position as the petitioner.

While doing so, it may be noted that in this writ petition, the petitioner has referred to an order dated 21.04.2025 passed by this Court in W.P.(C) 4924/2025. The said writ petition concerned the petitioner's application for admission of his son in Kendriya Vidyalaya, Muzaffarnagar. In that context, the Court noted that the impugned termination order dated 24.02.2025, on its own terms, was effective after the expiry of three months from receipt thereof. It is in this context that the Court observed that the petitioner remains an employee of LIC, as of the date of the said order. It was specifically stated that issuance of the certificate for the purpose of admission of the petitioner's son would not create any special equities with regard to his termination order or the status of employment in the future. The said order is, therefore, of no relevance to the validity of the petitioner's termination. 6.

The petition is disposed of with these observations, with liberty to the petitioner to take recourse to the domestic remedies available to him.
