The petitioners have filed this writ petition seeking a direction upon the authorities of the Government of National Capital Territory of Delhi ["GNCTD"] to dispose of their request of mutation of land comprising Khasra Nos. 143/720 (0-06), 142/795 (1-02), 794 (0-02), and 142/66 min (0-18), total area measuring simple 2-08 and total standard area measuring 4-16, Hakdar No. 793, S. No. 20, or any part thereof situated in the Revenue Estate of Village Khanjhawala, Delhi-81, which they claim was allotted to their predecessor-in-interest, Shri Kanha @ Kanhiya, in the Consolidation Proceedings.

Learned counsel for the GNCTD, who appears on advance notice, states that the issue is pending before the Sub-Divisional Magistrate, Khanjhawala, but raises a question as to whether proceedings under the W.P.(C) 5907/2025 The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. Delhi Land Reforms Act, 1954, which commenced prior to urbanisation under Section 507(a) of the Delhi Municipal Corporation Act, 1957, will stand lapsed after the urbanisation notification is issued. 3.

In the present case, the urbanisation notification was issued in the year 2017, whereas it appears that the petitioners have instituted proceedings for mutation in the year 2006. Learned counsel for the GNCTD states that this question is pending before the Full Bench in Original Reference No. 01/2024. He submits that the jurisdiction of the Deputy Commissioner to deal with the question of mutation, therefore, remains pending.

The proceedings before the Full Bench are next listed on 23.05.2025. Subject to any further orders that may be passed by the Full Bench, the revenue authorities are directed to take an appropriate decision within a period of four months from today.

The writ petition, alongwith the pending applications, is disposed of with these observations, leaving the rights and contentions of the parties on merits open.
