O R D E R

The present petition has been filed seeking directions to the respondents to issue a No Objection Certificate ("NOC") for vehicle of the petitioner, i.e., a diesel car bearing No. DL2CAT6601. 2.

Learned counsel for the petitioner submits that the petitioner is a senior citizen and a practicing advocate at the Supreme Court and is also the registered owner of the aforesaid vehicle, which is a Mercedes Benz in diesel model.

It is submitted that the petitioner intends to transfer the vehicle to another State. Thus, the petitioner in order to obtain a NOC tried to apply through the official website of the respondent, i.e., www.parivahanseva.gov.in. However, on the website, the vehicle of the petitioner was shown as de-registered.

Thereafter, the petitioner visited Sarai Kale Khan RTO on 24th April, The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.

2025. Upon his visit, the petitioner was informed that the vehicle of the petitioner was de-registered due to a software glitch in the VAHAN Portal. Consequently, the system could not generate NOC. 5.

Thus, aggrieved by the above incident the petitioner has filed the present petition.

Today, learned counsel for the petitioner has handed over a Public Notice issued by the Transport Department, Government of NCT of Delhi ("GNCTD"), which is reproduced as under:

petitioner submits that a window till 30th June, 2025, has been granted for obtaining NOC for End of Life Vehicles ("EOL Vehicles"). 8.

Learned counsel for respondent no. 1/GNCTD submits that the online portal of the respondent is now working properly, and that the petitioner may apply again for obtaining the NOC.

Accordingly, the petitioner is at liberty to apply again for obtaining the NOC for the purposes of shifting his vehicle to another State. 10.

Upon the petitioner applying for the same and after uploading requisite documents, as per the requirement of the respondents, the application of the petitioner shall be processed. The requisite NOC shall be issued to the petitioner expeditiously, preferably, within a period of ten days of applying afresh.

With the aforesaid directions, the present writ petition is accordingly, disposed of.

The next date of hearing, i.e., 13th August, 2025, stands cancelled.
