1. Though the present petition was filed seeking a number of reliefs, on 10.07.2023, learned counsel for the petitioners had submitted that the petitioners would, for the present, be satisfied in case the respondents were directed to finalize the Recruitment Rules for the post of Assistant Executive Engineers (Civil) in the Border Road Organization (BRO) in a time bound manner and thereafter hold Departmental Promotion Committee (DPC) expeditiously.

2. The record shows that the respondents have been repeatedly assuring this Court that steps to finalize the Recruitment Rules are underway. In our considered view, the respondents cannot be permitted to endlessly delay the process of finalization of the Recruitment Rules, The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. as any undue delay in finalization thereof is resulting in stagnation of the petitioners and other similarly placed employees. We, therefore, dispose of the writ petition by directing the respondents to finalize the Recruitment Rules for the post of Assistant Executive Engineers (Civil) within a period of six months.

We further direct that upon finalization of the Recruitment Rules, the necessary DPCs be convened within a further period of three months.
