At the very outset, learned counsel for petitioner in all fairness submits that without prejudice to the contentions raised by the petitioner in this writ petition, the petition can be disposed of directing the respondent to treat this petition as representation and dispose of the same within fixed time period. It is submitted by learned counsel that copy of the representation referred to in prayer clause (a) has not been filed by him with this writ petition.
