In view of the fact that respondent no. 2 is not a State, this writ petition is allowed to be withdrawn with liberty to the petitioner to file appropriate independent proceedings in accordance with law. Petitioner will be entitled to the benefit of the provision of Section 14 of the Limitation Act, 1963 as the petitioner has bonafidely filed this writ petition in a Court which lacks jurisdiction. 2.
