For the reasons stated in the application, the same is allowed. 2.

The limited relief sought by the petitioner in the present petition is that the respondent be directed to provide support and assistance to the petitioner in obtaining visa for travelling to France for the purpose of visiting his ailing sister.

The petitioner's elder sister on 21.01.2025 suffered a severe stroke and has been hospitalized at Hospital Fondation De Rothschild in Paris, France ever since. She is scheduled to undergo a critical surgery on 27.05.2025 (rescheduled date) for which petitioner's presence is required. Vide order dated 09.05.2025, it was recorded as under: "4. It is conceded by the learned counsel for the petitioner that the petitioner may not have a legal right so as to compel the respondent to provide him assistance for the purpose of issuance of Visa by a foreign country. The petitioner only seeks assistance on humanitarian grounds.
5. Considering the circumstances, the learned counsel for the respondent submits that all possible assistance shall be rendered to the petitioner, to enable him to obtain Visa for his proposed travel to France.
6. Let VSF Global, New Delhi, the agency through whom the Visa application was submitted, also provide the requisite assistance. Let a copy of this order be supplied to VSF Global, New Delhi, by the petitioner." 7.
During the course of proceedings, learned counsel for the respondent submits that the concerned Under Secretary, Europe West (France, Belgium, Monaco) Ministry of External Affairs, Government of India has addressed a communication dated 14.05.2025, requesting the French Embassy in India, New Delhi to facilitate expeditious grant of visa to the petitioner on humanitarian grounds.

The Court appreciates the efforts made by the concerned under secretary in this regard. It is assured that follow-up efforts shall continue to be made by the respondent.

Learned counsel for the petitioner submits that the order dated 09.07.2025, passed by this Court has been apprised to VSF Global, New Delhi who is also rendering assistance to the petitioner. It is hoped and expected that VSF Global, New Delhi will act with expedition considering the urgency of the situation.

No further orders are pressed for by the petitioner at this stage. 11.
The writ petition is accordingly, disposed of. 12.
