An issue of maintainability of the petition has been raised by the counsel for the respondents.

Though learned counsel for the petitioner seeks to justify the territorial jurisdiction of this Court on the ground that the petitioner has got issued a legal notice through an Advocate addressed to the Director General, CISF, Lodhi Road, New Delhi, we are unable to accept such a plea. If that be so, since the petitioner being a resident of Vadinar, Gujarat and the cause of action, if any, has arisen in Maharashtra or Gujarat, this Court shall lack territorial jurisdiction to entertain the present petition. 4.
