This petition has been filed alleging wilful disobedience of order dated 18th November 2024 passed by the Court in W.P. (C) 15895/2024 in relation to a plea by petitioners for having a park or playground in village Khanpur, which is a regularised colony in North West Delhi. Subsequent orders were passed on 11th February 2025, where final opportunity was given to respondent to take a decision within two weeks. 3.
Mr. Abhinav Singh, counsel appears on behalf of respondent no.3. Speaking order dated 12th March 2025 has been handed up to the Court, which notes as under:

Ms. Manika Tripathy, Standing Counsel for DDA on instructions has handed up an order of the DDA dated 14th May 2025, which confirms that 53 Bigha and 14 Biswa land was transferred to DDA as Gram Sabha land from the Revenue Department, after urbanization. 6.
The Total Station Survey ('TSS') of the Gram Sabha land is under process and DDA is in the process of identifying the extent of the land with certainty.

It is stated that the feasibility for construction, development and maintenance of parks and playgrounds in village Khanpur will be decided once the TSS is complete.

Accordingly, Contempt Petition is disposed of, with the right to the petitioner to re-agitate this matter with the authorities, in case there is an unreasonable delay on part of the authorities to demarcate the land for the purpose of parks and playgrounds.

Counsel for petitioner states that there are about 5000 children without a proper place for recreation.

It is expected that DDA will take expeditious action, to address the concerns of the children, which was also noted in order dated 18th November 2024 passed by this Court.

In case no concrete steps are taken within three months, the petitioner will be at liberty to seek appropriate directions from the Writ Court, in accordance with law.
