This writ petition concerns a proposed transaction for sale of property bearing Khasra Nos. 21//13/2 min (0-11), 21//23/2 min (1-11), in revenue estate of Village Ladpur, Delhi - 110081 ["subject land"], by petitioner Nos. 1 to 3 in favour of petitioner No. 4, pursuant to a settlement decree dated 09.05.2023, passed by the Additional District Judge, North-West, Rohini District Court, in a suit between the parties [CS DJ 76699/2016].

availability of No Objection Certificate ["NOC"]/ Land Status Report ["LSR"].

For this purpose, Mr. Tanmaya Mehta, learned counsel for the petitioner, relies upon decisions of this Court in Okaya Infocom Pvt. Ltd. & Anr. v. Govt. of NCT of Delhi & Anr. [W.P.(C) 12122/2021, decided on 10.11.2023], and Smt. Nirmala Devi & Ors. v. Govt. of NCT of Delhi & Anr. and connected matter [W.P.(C) 4046/2025, decided on 01.04.2025], both of which concern land in the very same village. 4.

Mr. Lalltaksh Joshi, learned counsel for the Government National Capital Territory of Delhi, upon instructions, submits that the present case is not materially different. However, he states that he does not have specific instructions with regard to whether any acquisition proceedings are pending in this case.

The writ petition is disposed of with the direction that, subject to the verification with regard to any pending acquisition proceedings, the registration of the sale deeds will not be refused for want of sanction/ approval of NOC/LSR from the Consolidation Officer. However, petitioner No. 4, which is the intending purchaser, will be bound by the outcome of consolidation proceedings in respect of the subject land. It is also made clear that registration of any sale deed in favour of petitioner No. 4 will not affect the rights of any other persons, arising from the consolidation proceedings.
