The present petition assails the action of denial of entry into India. The petitioner is a Ukrainian national holding a valid business visa. It is submitted that despite her compliance with visa conditions and her bona fide business interests, the entry is not allowed. 2.

Learned counsel appearing for the respondent points out that a Look Out Circular (LOC) has been issued against the petitioner pursuant to a memorandum dated 11.10.2023 by the Foreigners Regional Registration Office, Government of India, Bangalore. He submits that the same has been opened for the reasons as stated in Paragraph Nos 5 and 6 of the counteraffidavit. 3.

LOC in question, she shall be at liberty to take appropriate steps for filing a representation before the concerned Ministry. If the said representation is filed, let the same be considered in accordance with law. However, so long as the LOC is not rescinded / suspended, no permission to enter India can be granted.
