Present public interest litigation has been filed seeking a direction to Respondent No.1-Department of Women and Child Development ('DWCD') to establish designated portals under Rule 19(21) of the Juvenile Justice (Care and Protection of Children) Model Rules, 2016 ("Model Rules, 2016").

Learned counsel for the Petitioners states that the Petitioner No.4 has filed various RTI applications seeking information with respect to designated portal under Rule 19(21) of the Model Rules, 2016. She states that in response, it has been stated by various Child Welfare Committees ('CWCs') that no such portal exists. She states that despite legislative mandate to establish designated portals, no such portal has been established by Respondent No.1.

She also states that the Petitioner No.4 has made a representation dated 16th October, 2023 to the Respondents for setting up the designated portal. She, however, states that the Respondents have not taken any action in this regard.

Keeping in view the aforesaid, this Court disposes of the present writ petition with a direction to the Secretary, DWCD, GNCTD to decide the Petitioner's representation dated 16th October, 2023 in accordance with law as expeditiously as possible preferably within eight weeks. The rights and contentions of all the parties are left open.
