The present writ petition has been preferred by Disha Self Help Group, through their president, Smt. Ruvee Devi, being aggrieved by the failure of the Respondents to address their grievances. It is submitted that the Respondents initially granted license in the name of Smt. Ruvee Devi, however, later on as Smt. Ruvee Devi had not completed her class X, Smt. Usha Kumari was registered as the representative of the Petitioner group. They allege that Smt. Usha Kumari has since then diverted and embezzled the funds of Fair Price Shop/ Ration Shop No. 9148 to her own personal account and is guilty of financial irregularity and fraud. The Petitioner group further urge that they have since removed Smt. Usha Kumari from their group in an executive meeting held on 30th March, 2023 and informed the Respondents of the same.

They have since requested the Respondents to renew their license of the Fair Price Shop in the name of Smt. Ruvee Devi and not Smt. Usha Kumari and change the bank account details on their record. In this regard, the Petitioners have submitted several representations which are annexed with the present petition. It is submitted that their grievance has not been addressed.

In light of the above, in the opinion of the Court, at the first instance, Respondents must be directed to deal with their representations and take appropriate decision thereon.

In view of the above, the present petition is disposed with a direction to the Respondents to consider the present writ petition as a representation of the Petitioner group's grievance and take a decision thereon, after hearing the necessary parties within a period of four weeks from today. In case the Petitioner's grievance is not addressed, they shall be at liberty to approach the Court again. It is clarified that the Court has not examined the merits of the case.

Accordingly, the petition is disposed of.
