It is seen that the effect of the impugned order dated 19.07.2019 is expiring on 19.07.2024. Effectively the petition has rendered infructuous, however, learned counsel appearing on behalf of the petitioner apprehends that if the order stands, the petitioner's right may be adversely affected as the said order would be a stigma attached to him.

The parties are also at loggerheads as to whether the impugned action was taken after following the principles of natural justice or otherwise. The Court, however, does not intend to go into those aspect, keeping in mind the nature of the work the petitioner carries and the fact that the period of debarment is expiring on 19.07.2024. 3.

Needless to state that since the period of debarment is set to expire on the aforesaid date, there is no reason to presume that the said order shall be treated as a stigma against the petitioner. Let the impugned order be not treated adverse to the petitioner in any manner whatsoever.
