The present petition has been filed by the petitioner seeking that respondent / Delhi State Industrial and Infrastructure Development Corporation Limited (DSIIDC) be directed to:
a. incorporate the Change of Constitution of the petitioner's firm (M/s. Stereo Phone Company) in its office records with respect to property bearing Plot No. F-130, Sector-3, Bawana, Delhi110039; b. issue the letter of approval of the Change of Constitution of the petitioner's firm with respect to the said property; and c. handover the possession as well as execute the lease deed with respect to the said property/plot in a time bound manner. 2.
It is submitted that the change of constitution of the petitioner's firm occurred due to the death of the father of the petitioner, Sh. Ashok Bajaj, who died on 24.05.2021.

It is submitted that the allotment of the said property/plot in the name of the petitioner's firm was made as far back in 2005. At the time of allotment, the allotment was made in the name of the proprietorship firm whose proprietor was alleged father of the petitioner. However, before taking the possession of the plot, the father of the petitioner expired and the proprietorship concerned was transferred to his only son and the legal heir, i.e. the petitioner herein.

It is further submitted that on 16.01.2025, the petitioner had submitted an application along with the requisite document/s before the relocation branch of DSIIDC for the Change of Constitution of the firm in question under the Relocation Scheme of Industries, 1996. 5.
In response to this application, a communication dated 24.01.2025 was issued by the DSIIDC vide letter no. DSIIDC/RL/Appl. No. 64025/2025/865, whereby certain deficiencies were highlighted in the petitioner's application. In pursuance of this communication, the petitioner had furnished a reply on 17.02.2025, and has submitted the same at the relocation branch of DSIIDC.

Learned counsel for the petitioner submits that subsequent to these communications, a detailed representation dated 01.04.2025 has also been addressed to the Managing Director of DSIIDC seeking that requisite steps be taken for processing the petitioner's request for updation of its record; however, the same remains undecided to date.

In the aforesaid circumstances, the present petition is disposed of with a direction to the respondent / DSIIDC to decide the aforesaid representation of the petitioner dated 01.04.2025. Let the same be done expeditiously. permission for Change in Constitution be accorded by the respondent. If the same is sought to be denied, let a reasoned order be passed by the respondent.

Let the aforesaid exercise be completed within a period of 8 weeks from today.

In case further documents are required by the respondent from the petitioner for the purpose of disposal of its representation, the same shall be duly provided by the petitioner, including those sought by way of communication dated 24.01.2025, i.e. the deficiency letter issued by the DSIIDC (which has been appended as Annexure-P2 to the present petition). 10.
