By way of present batch of petitions, the petitioners seek implementation of the recovery certificates that were issued in the context of The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. respective awards/orders passed under various statues in favour of the petitioners.

It is the common grievance of the petitioners that despite the awards/orders having attained finality and the recovery certificate having been issued, the same remain to be implemented for the lethargy of the concerned SDMs. In this regard, it is informed that the Labour Department, GNCTD has already come out with a notification dated 05.07.2019 which provides the guidelines not only for the issuance of recovery certificates but also for its implementation. It is further stated that despite the same, the concerned SDMs have not carried out the requisite steps in a time-bound manner.

Learned counsel appearing for GNCTD assures the Court that the implementation of recovery certificate would be carried out within a period of four weeks and the guidelines in the notification would be adhered to in future as well. The statement made on behalf of State Government is taken on record. In lieu thereof, the cost imposed, if any, is waived. 4.
