The present petition filed under Article 226 of the Constitution of India seeks quashing of order no. F.18/81/2024/HG/894-85 dated 4th April, 2025 passed by the Respondent whereby the Petitioner's request for release on parole was denied.

The Petitioner is convicted in FIR No. 136/2006 registered at P.S. Welcome, for offences under Sections 302, 307 and 449 of the Indian Penal Code, 1860 and Sections 25 and 27 of the Arms Act, 1959. 3.
As per the nominal roll, while the Petitioner's period of incarceration is substantial, it is concerning that when he was previously released on parole by this Court's order dated 10th March 2021, he did not surrender in time and was subsequently re-arrested after nearly three years, on 30th May The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. The aforenoted ground is material, but it cannot, by itself, constitute the sole basis to deprive the Petitioner of the benefit of parole indefinitely. Nonetheless, it is pertinent to note that since his re-arrest, only a short period has elapsed. Furthermore, the ground cited for seeking parole that the Petitioner wishes to find a matrimonial match for his daughter, is not of pressing urgency, as the Petitioner's wife resides with the daughter and is available to undertake that responsibility.

For the foregoing reasons, the Court is not inclined to grant reliefs sought in the present petition. However, liberty is granted to the Petitioner to re-apply for parole if there is a change in circumstances. 6.
