Pursuant to the stay order dated 06.10.2022, the impugned order has not been implemented. It be noted that with respect to a similar grievance, the Court in W.P.(C) no. 11554/2021, had initially stayed the operation of the impugned order vide order dated 16.11.2021. For the aforesaid reasons, the directions contained in the impugned orders/letters could not be implemented.

Even otherwise, a perusal of the order dated 03.08.2020, would indicate that the same was issued on account of outbreak of COVID-19. necessity had arisen at the relevant point of time. 3.

In view thereof direction dated 03.08.2020 have lost their significance. The respondent, however, shall be at liberty to pass fresh directions, if they so desire.
