Both these writ petitions concern a promotion policy issued by the respondent-National Thermal Power Corporation ["NTPC"] on 08.05.2025.

The petitioner in W.P.(C) 7681/2025 is the NTPC Executives Federation of India ["NEFI"], which is a registered society under the Societies Registration Act. Mr. Chetan Sharma, learned Additional Solicitor General, who appears for NTPC states that NTPC has in the past, dealt with NEFI, with regard to Human Resource issues. 3.

The petitioner in W.P.(C) 7722/2025, is stated to be NTPC Executive Rights Forum ["NERF"]. The petition has been filed by Dr. Vikash Kumar, who claims to be the convenor of the said forum. Learned ASG contests the locus of the said petitioner, and submits that Dr. Kumar is, in fact, a former employee of NTPC, who has suffered an order of termination, which is the subject matter of a pending litigation. 4.

Dr. Kumar appears in person and concedes that the said forum is not a registered society and it has no legal status other than being an association of persons. He claims that the association has approximately 130 members, including serving and retired staff. 5.

Without entering into the issue of locus at this stage, Mr. Achal Gupta, learned counsel for NEFI, and Dr. Kumar, seek permission to withdraw their writ petitions, subject to a direction for NTPC to consider the representations made by them against the said circular. 6.

The representations submitted by NEFI may be considered by NTPC within six weeks from today.

NERF is directed to submit to NTPC, within one week from today, a list of the serving employees, who may be affected by the impugned policy, alongwith their signatures, so that NTPC can take a considered view on the question of its standing. If NTPC comes to the conclusion that the representation has been made on behalf of affected employees, it may consider the same on merits within the same time frame. If not, the representation maybe disposed of on that ground. Either way, the decision be communicated to NERF within eight weeks.

The writ petitions, alongwith pending applications, are dismissed as withdrawn.
