Present writ petition has been filed seeking a direction to the Respondent/National Highways Logistics Management Limited to issue/award for developing, operating and maintaining of wayside amenities on Delhi Mumbai expressway in various sections on lease basis in favour of the Petitioner on the ground that the Petitioner is technically qualified and the highest bidder (H-1).

After some arguments, learned counsel for the Petitioner states that the Petitioner would be satisfied in the event that the present writ petition is directed to be treated as a representation and the same is decided by the Respondent by way of the speaking order.

Consequently, the present writ petition is directed to be treated as a representation to the Respondent, who in turn is directed to decide the same by way of reasoned order in accordance with law within four weeks. The rights and contentions of all the parties are left open.
