The substantive prayers made in the captioned writ petition are as follows: "[a] Issue a writ of certiorari and quash the decision taken by the Respondent in its 7the meeting of the "Recommendation Committee" held on 27.08.2019 qua the Petitioner vide which it has reduced the affiliated units for Electrician Trade from 12 [6+6] additional units to 4 [2+2] additional units for August 2019 academic session; and [b] Declare and uphold the order dated 31.07.2019 vide which the Respondent had granted affiliation to the Petitioner for Electrician Trade for 12 [6+6+0] additional units for August 2019 academic session; and [c] Permit the Petitioner to admit trainees in Electrician Trade against 12 [6+6+0] additional units for August 2019 academic session and permit it to commence the course with the said intake; and..."

Despite opportunity being given to the respondent/Directorate General of Training (hereafter referred to as "DGT"), no counter affidavit has been filed. 3.

Counsel for both the parties agree that the issue which arises for consideration in this matter is the same as that which arose in W.P.(C) No.9672/2019, titled Kumar ITC vs. Directorate General of Training; a petition which was disposed of by me today.

The principal plea of the petitioner is that the impugned decision that was taken by the Recommendation Committee in its 7th Meeting infracted the principles of natural justice.

According to the petitioner the impugned decision does not set out any reasons for rejecting the petitioner's request for grant of affiliation qua 12 (6+6) units in the electrician trade.

Thus, in view of the decision in Kumar ITC case, the impugned decision taken qua the petitioner is set aside. The directions issued to the Recommendation Committee/DGT in the order dated 17.02.2020 passed in W.P.(C) No.9672/2019 will apply mutatis mutandis to this matter as well. 7.

Needless to add, the direction issued will be effectuated by the DGT expeditiously, though, not later than 10 weeks from the date of receipt of a copy of this order.
