The impugned order dated 14.10.2021, which is assailed by way of the instant petition was stayed by the Court on 01.12.2021. Paragraph no. 7 of the order dated 01.12.2021, is extracted as under:- "7.Following the aforesaid order dated 16.11.2021, the following interim directions are passed:

a. The petitioner will file a list of its members in Delhi within one week, and serve a copy thereof to the office of the learned Standing counsel for the GNCTD.

b. The members of the petitioner whose names appear in the said list The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. The Order is downloaded from the DHC Server on 23/02/2026 at 11:53:23

may file undertakings in terms of the aforesaid order dated 16.11.2021. The undertakings will be filed in this Court, and copies thereof will also be filed with the office of the Joint Commissioner of Police [Licensing Unit].

c. Upon filing of the undertakings as aforesaid, the concerned establishment will be entitled to the benefit of paragraph 8 of the order dated 16.11.2021."

It is, thus, noted that for last 5 years, the impugned instructions have remained unimplemented.

Even otherwise, a perusal of the order dated 14.10.2021, would indicate that the same was issued on account of outbreak of COVID-19. The entire directions relate to dealing with an extraordinary situation, which had arisen at the relevant point of time.

In view thereof direction dated 14.10.2021, have lost their significance. The respondent, however, shall be at liberty to pass fresh directions, if they so desire.

With the aforesaid observations and liberty, the instant petition stands disposed of. Pending application also stands disposed of.
