As regards the claim of petitioner, the fact remains that Certificate of Vending ('COV') dated 06th November 2021, speaks of him being permitted to vend 'food/snacks with gas cylinder/fire'. 2.
In view of the aforesaid, it must be inferred that petitioner cannot be made to vend in a mobile manner, particularly by using gas cylinder/fire. 3.
That being so, the condition to the extent of petitioner, asking him to be a mobile vendor cannot be acted upon, particularly by using gas cylinder/fire.

However, we direct respondents to initiate action against petitioner, in case, he violates other terms and conditions of the COV, but for the mobile vending condition.

Petition stands disposed of, accordingly.
