The present petition has been filed by the petitioner, an acid attack survivor, seeking direction to the respondent no. 1 / Ministry of Home Affairs (MHA), Union of India (UOI) for the release of additional compensation of Rs. 1 Lakh under the Prime Minister's National Relief Fund (PMNRF) in addition to the compensation under the Central Government Victim Compensation Funds Scheme (CGVCF Scheme). 2.
It is submitted by the petitioner that after sustaining injuries due to an acid attack, the petitioner lodged an FIR bearing No. 0362/2018 at the Police Station Shahbad Dairy, Rohini.

Subsequently, a representation was made by the petitioner before the respondent no. 1 / MHA and the respondent no. 3 / District Magistrate, Nand Nagri on 27.05.2024, whereby the petitioner sought an additional The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above.
compensation of Rs. 1 Lakh for the victims of acid attacks granted under the PMNRF.

It is the case of the petitioner that vide letter dated 27.06.2024 (addressing to the respondent no. 3), the aforementioned representation was acknowledged by the respondent no. 1, whereby the respondent no. 1 had directed the respondent no. 3 to take certain actions and forward the petitioner's application as per guidelines of MHA dated 09.11.2026. Subsequently, however, the respondent no. 3 vide letter dated 27.08.2024 drew attention to the fact that the incident site (Shahbad Dairy) falls under District North rather than District North-East. Accordingly, as per this communication, the relevant documents and letter were transferred to the respondent no. 4 / SDM (Alipur), District North for appropriate action in this regard.

Subsequently, the petitioner sent a reminder application to respondent nos. 1 and 3 on 09.10.2024 for the disbursement of the aforementioned additional compensation. In response thereto, the respondent no. 3 informed the petitioner that the relevant documents have been forwarded to respondent no. 4 for further action. However, the petitioner submits that no action appears to have been taken by the respondent no. 4, pursuant thereto. 6.
During the course of hearing, it is highlighted by the petitioner that the CGVCF Scheme requires the concerned District Magistrate to submit a report to the MHA with an additional copy forwarded to the Prime Minister's Office, after which the MHA transfers the compensation into the acid attack survivor's bank account within a designated timeframe. 7.

Let the necessary communication exercise be conducted expeditiously and in any event within a period of three weeks from today. 9.
Let a report of the concerned SDM, along with the requisite documents as per the established procedures/ guidelines, be sent to the MHA for the purpose of taking requisite steps for reimbursement of additional compensation of Rs.1 Lakh to the petitioner.

If the petitioner is found eligible for the aforesaid additional compensation, let the said amount be disbursed to the petitioner as expeditiously as possible.
