This is a writ petition filed under Article 226 of the Constitution of India seeking the following prayers:- "a. Issue directions to the Respondent Nos.1 and 2 to supply the Degree Certificate to the Petitioner for successful completion of three-year LLB Course in the year 2006 AND b. Direct the Respondent No.3, University Grants Commission to take appropriate action against the Respondent No.2 for committing willful and deliberate violation of the UGC [Grant of Degrees and Other Awards by Universities Regulations, 2008] under Regulation 9 of the UGC (Grievance Redressal) Regulations of 2012;..."

It is stated by Mr. Saraswat, learned counsel for the petitioner, that the petitioner has successfully passed all the papers in the three year LLB Course The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. during 2003-06 and despite the same, the respondent No. 1 College is not releasing the Marksheet as well as the Degree Certificate to the petitioner. 12.
The respondent No. 1 has been duly served and despite service there is nobody appearing on behalf of the respondent No. 1. Hence in the interest of justice, the petition is taken up in the absence of any representation from the respondent No. 1.

In view of the submissions above, there is no reason for the respondent No. 1 to withhold the marksheet and/or Degree Certificate of the petitioner, if he has passed the required exams.

It is therefore directed that the respondent No. 1 shall issue the Marksheet to the petitioner for his LLB course from the year 2003-06 including his supplementary exams.

In case the petitioner has cleared all the papers, the respondent No. 1 shall also issue the Degree Certificate.

With these directions, the present petition is disposed of. 17.
The interim Order dated 15.01.2026 shall continue till the Order passed today is complied by the respondent Nos. 1 and 2. 18.
Let the order be communicated for compliance within two weeks from today.
