The petitioners have all been appointed to the post of MultiTasking Staff (Library) in the respondent No. 1 - Delhi Public Library ["DPL"], which is an organisation under the Ministry of Culture, Government of India.

The grievance in the captioned writ petitions is that, despite their appointment more than five years ago, DPL has not terminated their probation. The petitioners seek orders for being treated as permanent employees.

Mr. S. Sunil, learned counsel for the petitioners, submits that the applicable Master Circular of the Department of Personnel and Training dated 11.03.2019 restricts the extension of probation beyond twice the original period of probation. In the present case, this would imply that probation could not be extended beyond the period of four years. He submits that representations have been made for this relief by many of the petitioners, but remain unanswered.

The matter was passed over to enable learned counsel for the Union of India, who appear on advance notice, to take instructions as to the status of the petitioners' representations. Learned counsel state that the representations have been received from most of the petitioners and that DPL will consider the same and pass reasoned orders within a period of four weeks from today.
