% 09.05.2016 Learned Senior Advocate for the petitioner seeks permission to withdraw the writ petition. She, however, submits that petitioner has some grievance as there has been violation of circular dated 14.09.1992.

The writ petition is dismissed as withdrawn. The petitioner may for redressal of his purported grievances, take steps in accordance with law. Similarly, it will be open to the respondents to take objections and contest the proceedings on all grounds, as per law. We express no opinion in that regard.
