O R D E R

The present contempt petition has been filed alleging non-compliance of the judgment dated 17th September, 2019 in W.P.(C) 10057/2019, wherein the court had directed the Grievance Redressal Cell of University of Delhi to act in accordance with Para 6.8.4 of the Lyngdoh Committee's Report within 24 hours and pass an appropriate order. 2.
Since the aforesaid order was not complied with, the present petition was filed.

Learned counsel for respondent nos. 2 to 4 submits that the judgment dated 17th September, 2019 has already been complied with and a compliance affidavit with regard thereto has been filed. Therefore, he submits that the present petition does not survive. 4.
I have heard learned counsel for the respondents and have perused the record.

At the outset, this Court notes that vide judgment dated 17th September, 2019, the following directions had been issued to the respondents:
"xxx xxx xxx
8. Since the petitioner has made a complaint to the Grievance Redressal Cell, in the first instance the Grievance Redressal Cell is liable to be directed to act in accordance with Para 6.8.4 of the Lyngdoh Committee's Report.
9. The Petition is, accordingly, disposed of with a direction to the Grievance Redressal Cell to act in accordance with Para 6.8.4 of the Lyngdoh Committee's Report.
10. It would be open to the Grievance Redressal Cell to pass an appropriate order in terms of the Lyngdoh Committee's Report, if any merit is found in the complaint of the petitioner in terms of the said report without being influenced by anything stated in this order. xxx xxx xxx"

Pursuant to the aforesaid direction, the matter was taken up by the Grievance Redressal Cell and order dated 19th September, 2019 was passed, which reads as under:
"Grievance Redressal Committee Law Centre - I Students Union Election 2019 19th September, 2019 Report With reference to the order dated 17/09/2019 in WP.No.10057/2019 of the Hon'ble High COUrt of Delhi filed by Mr. Vedansh Pandey, the Committee found that there is no merits in his complaint as the complainant was admitted to the course on 11th September 2019 whereas by virtue of the Notice No.CEO/DUSU/Elec/2019 Dated 27.08.2019 issued by the Office of the Chief Election Officer, DUSU Elections 2019-2020, the electoral roll would consists of students admitted to the course by 3rd September, 2019. The Complainant thus falls out-side of the said electoral roll. Accordingly the Committee dismisses the said complaint of the complainant." In the reply affidavit filed by the petitioner, the petitioner has raised the objection that the Grievance Redressal Cell has failed to act in accordance with Para 6.8.4 of the Lyngdoh Committee's Report. It is further submitted in the said affidavit filed by the petitioner that the order dated 19th September, 2019 passed by the respondent, is an ex parte order, as no hearing was granted to the petitioner.

Having perused the aforesaid documents, this Court is of the th considered view that substantial compliance of the judgment dated 17 September, 2019 has been done by the respondents. Therefore, the present contempt petition has no merits.

It is further held that in case the petitioner has any grievance with th regard to the order dated 19 September, 2019 passed by the Grievance Redressal Cell, the petitioner is at liberty to challenge the same in appropriate proceedings, in accordance with law. 10.
This Court also notes that the present petition has been pending since the year 2019 and the petitioner at that point of time was a student of the Law Faculty-I, University of Delhi. The petitioner would have already completed his course and passed out from the university by now. Thus, on that account, the present petition has become infructuous. 11.
In view of the aforesaid detailed discussion, the present petition is dismissed.
