Present petition has been filed seeking a direction to respondent nos.2 to 7 to jointly and severally implement the Circular No.03/09/13 dated 11th September, 2013 and Circular No.22/10/22 issued by respondent no.7Central Vigilance Commission, in the department of respondent no.3Municipal Corporation of Delhi. 2.
Learned counsel for the petitioner states that as per the aforesaid Circulars issued by respondent no.7, Ministries/Departments/Organizations have to identify sensitive posts and staff and ensure that they are rotated The authenticity of the order can be re-verified from Delhi High Court Order Portal by scanning the QR code shown above. after every two/three years to avoid developing any vested interests and reduce the scope of corrupt activities. He states that that even though the aforesaid Circulars are in the actual knowledge of respondent nos.3 to 7, yet they are deliberately not implementing them in letter and spirit. 3.
He emphasises that respondent no.8 has been holding the post of Executive Engineer in Karol Bagh since the last six years. 4.
Keeping in view the aforesaid, this Court directs the present writ petition to be treated as a representation to the Commissioner, MCD, who is directed to decide the same in accordance with law as expeditiously as possible.

With the aforesaid direction, the present writ petition along with the application stands disposed of. This Court clarifies that it has not commented on the merits of the controversy. The rights and contentions of all the parties are left open.
